Exhibition Cargo Insurance Guide
国際展示会物流における貨物保険の必要条件(オールリスク・Waiver of Subrogation 等)、事故発生時の一般的な対応、関係者全体を守るための保険の本来の目的をまとめています。すべての出展者・シッパー様にぜひお読みいただきたい内容です。

Even if items are not listed under Japan's Foreign Exchange Act, Catch-All Controls may apply depending on the destination, end-use, or end-user. METI permission is required if there is a risk of use in weapons of mass destruction or conventional weapons. For exhibition shipments, advance verification is needed when there is a possibility of on-site handover, sampling, or sales.
A pair of documents used for customs declaration. The Commercial Invoice lists item descriptions, quantities, unit prices, total value, and seller/buyer information, while the Packing List details the contents, weight (net/gross), dimensions (L×W×H), and case numbers for each package. These are the most fundamental documents for customs clearance. Our CIPL template combines both into a single file, or you may use two separate files if you have your own formats.
For exhibition goods, indicate "for exhibition purposes / to be re-imported" on the invoice and state the value as "For Customs Purpose Only." Finalize the packing list after actual packing is complete (measured weights and dimensions are required).
A document authorizing a customs broker, through our company, to handle customs procedures on your behalf. Submitted to customs for export/import declarations. The form includes a field for the 13-digit Corporate Number, so no separate sharing is required.
The shipping mark applied to packages — including consignee name, destination, case number, and country of origin. For exhibitions, it also indicates orientation (top/bottom), exhibition name, venue, dates, and hall/booth number. The actual marking is done by the packing company after crating. If you arrange export packing in-house, please apply the outer-box marks on your side as well. Separately from the export case mark above, please place visible identification marks (e.g., numbers) on each box/item before export packing, so that each entry in the packing list can be matched to its physical counterpart. These are not export marks — they are solely for cross-referencing the list with the actual items.
Product catalogs or specification sheets for the goods being exported. Used by customs as reference material to verify the contents of the shipment. Providing both Japanese and English versions allows smooth reference at both Japanese and destination customs.
Photographs showing the appearance of the goods to be exported. Used for cargo verification during customs declaration. Please take photos that clearly show the entire product.
Photographs of the product nameplate. Please ensure the manufacturer name, model number, serial number, and specifications are clearly readable. This is required when applying for re-importation duty exemption (Customs Tariff Act Article 14, Item 10). Please note that we arrange re-importation duty exemption only upon client request.
A document classifying whether the exported goods fall under Japan's Foreign Exchange and Foreign Trade Act (Export Control regulations). Issued by the product manufacturer. Required when shipping machinery, equipment or parts; it may not be needed when sending only catalogs, panels or similar display materials — please ask us if you are unsure. If you need a format, the template below is also available as a sample.
If technical specifications may fall under controlled items, be sure to verify in advance. Even if items are not listed, catch-all controls may apply depending on the end-use or destination. If there is a risk of use in the development of weapons of mass destruction or conventional weapons, permission from METI is required.
A document listing the technical parameters that form the basis for export control classification. Submitted together with the Export Control Classification document, and only needed for shipments where that classification applies.
Account information for real-time direct debit of import duties and consumption tax via NACCS — enabling simultaneous customs clearance and tax payment for faster cargo release on exhibition returns. Needed when import duty or consumption tax is payable on return to Japan (e.g. re-importation). No documents to submit; simply share your account details.
Traditionally, customs duties and consumption tax on imports were paid at a financial institution counter after receiving a payment slip from customs. For exhibition returns, clearance often coincides with weekends, holidays, or the immediate post-show period — making banking hours a practical bottleneck for cargo release. To resolve this, the NACCS-based Real-time Direct Debit system was introduced, enabling immediate payment of customs duties simultaneously with the clearance procedure — without relying on banking counter hours.

This is the account information required for immediate payment of import duties and consumption tax via direct debit through NACCS. No document submission is needed — please simply provide the following:
If you do not have an account, application to a NACCS-participating financial institution and registration with Japan Customs are required. Please let us know — we will guide you through the setup procedure and expected lead time.
A marine cargo insurance certificate proving insurance coverage against damage during transit and on-site operations. May be arranged by our company or by the client. When arranged by us, coverage is placed with Sompo Japan Insurance Inc.
【必須条件】お客様にて保険を手配される場合は、以下の条件をすべて満たす必要があります:①オールリスク(ICC (A) 相当)、②担保期間が輸送中のみならず会場での搬入・設営・展示・撤去・搬出作業までカバー、③「第三者求償全放棄(Waiver of Subrogation)」の特約付帯、④第三者として Pacific Inc. および展示会の各国協力会社名を保険証券に明記。当社は二重保険に加入できないため、これらの条件が満たされない場合、輸送のお引き受けができません。また、運送人の責任は国際条約により重量・梱包数ベースで法定上限が定められており、貨物価額ベースの損害については運送・取扱業者は基本的に責任をお負いできないため、貨物保険でのカバーが必須となります。
REQUIRED: If arranging insurance yourself, the policy MUST satisfy all of the following: (1) All Risks (equivalent to ICC (A)); (2) Coverage period including on-site loading, installation, exhibition, dismantling, and withdrawal, not only transit; (3) Waiver of Subrogation clause attached; (4) Pacific Inc. and the overseas partner companies involved in the exhibition named as third parties on the certificate. As we cannot take out duplicate insurance, we are unable to handle shipments unless these conditions are fully met. Note also that carrier liability is capped by international conventions on a per-package/per-kilogram basis — carriers cannot structurally assume liability based on cargo value — so cargo insurance coverage is essential.
An official document certifying the country of origin of the goods. Generally issued by the Chamber of Commerce. EPA/FTA-based specified certificates require dedicated procedures through the Japan Chamber of Commerce and Industry. The issuing authority may vary depending on the product.
A sanitary/phytosanitary certificate required for food or animal/plant-related goods. Issued by the relevant government authority based on the importing country's quarantine requirements.
A certificate proving that wooden packaging materials (pallets, crates, etc.) have been heat-treated or fumigated in accordance with ISPM 15 standards. Arranged by our company when we handle packing, or by the client when arranging wooden crate packing independently.

Plywood and LVL are exempt. If arranging packing yourself, please confirm fumigation arrangements with your packing provider.
An ATA Carnet (Admission Temporaire / Temporary Admission) — an international customs document allowing temporary duty-free import of exhibition goods that will be re-exported. Please submit a copy in advance; the original will be required at the time of customs clearance.
When using a Carnet, always verify consistency with the item list covered by the Carnet. The original must be presented to customs at the time of clearance.
A type of customs declaration form used when importing/exporting goods for exhibitions in China. It details the exhibit items and is submitted to Chinese customs. The content varies depending on the exhibition and the products involved. May be prepared by our company or by the client — please contact us for details.
In addition to the above, transport-contract documents such as B/L, AWB, and S/I are arranged and managed by our company. We will guide you individually when review or original handling is required — no advance preparation is needed on your side.
ワシントン条約(CITES)に関するご注意
Notice Regarding CITES (Convention on International Trade in Endangered Species)
If your exhibit items contain materials such as rosewood, leather, ivory, tortoiseshell, fur, taxidermy, or certain plant materials, they may be subject to CITES regulations. METI export approval is required for regulated items. Materials used in musical instruments, furniture, and crafts may also be subject to these controls — please verify in advance.
